Trials were held over two days this week, with three teams of 22 players competing at Lavington Sportsground.
Baxter competed as a member of the Combined High Schools side.
They played the Combined Catholic Schools and Combined Independent Schools teams.
A team of 25 players was then picked from 66 players across all teams, which are viewed as very prestigious spots to fill.
Baxter thoroughly enjoyed the carnival and “the fast pace and high level of skills”.
“I felt that the level of football was a real step above the last carnival,” he said.
“I’m absolutely thrilled to be picked to represent New South Wales and I am looking forward to the experience.”
The NSW team will attend the national championships in Ballarat from July 22 to 29.
The side will compete against the other states.
NSW coach Heath Russell has told the boys to “prepare themselves for some intense games of football”.
Baxter’s parents, Nadia and Ben Cowley said, “We are really proud of Baxter, and just so pleased that he is enjoying his football”.
The championship’s most valuable player went to Lachlan Price from Redlands School, playing for the Combined Independent Schools.
The Combined High Schools most valuable player went to Benji Hanrahan from Corowra High School.
