At the request of candidate Airlie Circuitt - who finished 10th, just four votes behind Shannon Sampson when final results were released last week - the NSW Electoral Commission conducted the recount.
The final result was a reduced margin between the pair, with just two votes separating them after 14 more counts.
As such, Cr Sampson has been elected to sit a second term on Edward River Council.
He and fellow returning councillor Linda Fawns were elected in that 14th count through the distribution of preferences.
Elected after the first round of re-counting were Frank Schofield (590 first preference votes), Craig Druitt (696 first preference votes), Ashley Hall (707 first preference votes) and Kellie Crossley (949 first preference votes).
With candidates requiring 498 to be elected, the NSWEC then started the distribution of preferences.
Leanne Mulham (430 first preference votes) was elected after the second count, and Shirlee Burge (357 first preference votes) was re-elected to her second term on council after the third.
After count five, Ken Bates (234 first preference votes) was formally elected. Crs Fawns and Sampson then followed.
The councillors will be formally inducted at a special council meeting on Tuesday, during which the councillors will internally elect their mayor and deputy mayor.
Voter turnout in the September 14 election was just over 81 per cent, with 5220 of 6428 residents registered to vote taking part.
Of the votes cast, 240 were informal votes and were not officially counted.
