About 100,000 sticks of illicit tobacco, more than 660 vapes and approximately 8kg of loose tobacco was also seized as part of an investigation by police.
Campaspe Crime Investigation Unit detectives arrested two men in Echuca.
Police allege the pair were sitting in a vehicle outside a tobacconist at 240 Pakenham St about 4.30am on Thursday, August 22.
Officers searched the vehicle and allegedly located a large amount of illicit tobacco and more than $20,000 in cash, police said.
A warrant was then executed on a Pakenham St store and a Hare St store.
A Tarneit man, 25, and a Pakenham man, 50, were arrested.
The pair were subsequently charged with tobacco related offences under the Customs Act 1901 (Commonwealth).
They were bailed to appear at Echuca Magistrates’ Court on December 10.
The investigation remains ongoing.
