Burke, 24, will join Saracens this summer on what the club have described as a long-term deal.
His arrival at the StoneX Stadium will come as with fly-half and captain Owen Farrell prepares to end his long and successful Saracens career.
Farrell recently clocked up 250 Saracens appearances, but he has agreed terms with French Top 14 club Racing 92 from next term.
Burke, who is English-qualified, made his Crusaders debut in 2020 and helped them land the Super Rugby title last year.
"Fergus is a very exciting addition to our squad and the Gallagher Premiership," Saracens rugby director Mark McCall said.
"His playing ability and potential is obvious, and we have been hugely impressed by his ambition and desire to take his game to the next level."
